Question #1; Have countries in the past carried out attacks and blamed others so they could take certain actions and carry out certain agendas?
Answer #1; Yes, there are several hundred documented cases of governments doing this. Terms for these action are called False flag Operations or State Sponsored Terror. One of the best documentaries that covers this subject is called TERRORSTORM. Search for TERRORSTORM on You Tube or Google Video. We also have the DVD available to our members. The documentary covers the 1933 Burning of Reichstag (German parliament buildings), 1953 CIA Coup in Iran (Operation AJAX), Operation Gladio, 1964 Gulf of Tokin Incident, 2005 7/7 London bombings, and many more.
USS Liberty
One of these False Flag Operations covered in Terrorstorm was the attack on the USS Liberty during the Six-Day War in 1967, involving the Israelis and the Arab nations.
President Johnson made a backroom deal with Israel to attack the USS Liberty (a US Navy intelligence ship), kill all onboard (approx 250 men) and then blame Egypt so the US had a reason to enter the war.
The ship was attacked by Israeli torpedo boats, medium range bombers and unmarked fighter bombers using convectional weapons, as well as napalm and white phosphorus. They opened fire on life rafts which is an international war crime. In total, 34 soldiers died and 173 were wounded.
The ship was finally able to radio for help to the nearby Sixth Fleet and two aircraft carriers dispatched fighter aircraft. The White House recalled the fighter aircraft and a quote from the president was recorded stating, “I want that goddamn ship going to the bottom. No help. Recall the Wings.”
Eventually the three hour attack was forced to stop because a Russian spy ship came into the area providing a witness to the event. The Israelis claimed it was an accident and the captain and remaining crew were told to remain quiet with the threat of life imprisonment or death.
Golf of Tokin Incident
Another False Flag Attack was the pretext of the Vietnam war in 1964. It was reported to the world that three Vietnamese P.T boats attacked an American Destroyer in the Gulf of Tokin. The declassification of the history of the event forty-one years later shows that in reality, the Vietnamese boats did not attack the US Destroyer despite being fired upon by the US ship. The war claimed the lives of 58,000 American soldiers and 1.5 million Vietnamese.
2003 invasion of Iraq

Question #2; Are the top level of the CIA still funding and directing Osama Bin Laden and Al Qaeda?
Al Qaeda is a direct creation of western intelligence. Al Qaeda itself was a joint CIA/ISI (ISI is Pakistani Intelligence) intelligence database of Mujahudeen fighters they had recruited in the late seventies and eighties to fight the Soviet Union in Afghanistan.
United States has provided 5.6 billion dollars in aid to Pakistan over the last five years. It is also known that Al Qaeda and the Taliban have been actively supported by Pakistan’s Military Intelligence (ISI).
In August of 2001 Pakistan ISI Director General Mahmoud Ahmad instructed Ahmad Umar Sheikh to hotwire $100,000 to the alleged 9/11 lead hijacker, Mohammad Atta.
General Mahmoud Ahmad arrived in Washington on September 4th, one week before the 9/11 attacks. He met the director of the CIA George Tenent and also top Pentagon and White house officials including Collin Powel. On the morning of September 11th he was meeting with the future director of the CIA Porter Goss while the planes were slamming into the World Trade Center buildings.
The 9/11 Commission Report denied they found any evidence of foreign governments or officials funding of the attacks. The report also stated the issue of funding was of little practical significance. The White House also censored the questions from reporters regarding 100,000 dollars and ISI chief meetings in transcripts released to the press.
